As part of the U.S. General Services Administration (GSA) Office of Inspector General’s (OIG) Government Infrastructure Protection Initiative, GSA OIG Special Agent Stephen Lobaugh participated in the investigation, prosecution, and conviction of Chun-Yu Zhao after a three week trial for counterfeiting computer networking equipment.
