Former GSA contractor Gilbane Building Company settled with the United States Government for $1.3 million for its alleged failure to make timely progress payments to its subcontractors in violation of its Federal Government contracts and the False Claims Act. In reliance on Gilbane's numerous certifications in its progress payment applications that it had timely paid its subcontractors, the Government made hundreds of progress payments to Gilbane. The GSA Office of Inspector General’s auditors and investigators played a pivotal role in the settlement on behalf of GSA and the American taxpayer, initiating the case on information related to a $55 million GSA renovation contract in Chicago.
